There are persistent rumours in Moscow that Prime Minister Fradkov will resign next week. If they turn out to be true, then our belief is that he will be dismissed by President Putin due to the poor performance of the non-oil economy so far this year. Likely successors are: Boris Gryzlov (Parliamentary Speaker and leader of the United Russia Party), St Petersburg Governor Valentina Matvienko, Russian Railways First Vice President Vladimir Yakunin, and Presidential Envoy to the Southern Federal Okrug, Dmitirii Kozak.
